Please tell me how to make the content on the left side scroll with the mouse wheel, and the buttons or the entire column on the right remain in place ?

You can set the element/column to have position: fixed and offset it from the top.

Sorry, I didn't ask the question correctly. It is necessary that the column or button remain fixed inside the parent container / section, and when the parent container / section goes outside the screen, the column / button goes along with the parent container/section.
