I've read that before but it didn't really give me an answer. At least not one that's specific enough. Thanks for sharing though.
So I did some research and found a pretty good explaination about the cookie.

The article basically says that joomla uses the session cookie to log the language and login status. Also the contact form can only be used if a session cookie is saved. Apparently that way spam can be reduced because many bots can't process cookies.
The article also says that each session gets a randomized id and the cookie will be deleted once the browser is closed. I also does not track or store the IP or any other personal information.
